Microsoft has said that the versions that have been given to the Dev Channel do not accurately represent the Windows 11 experience that will be available to consumers on October 5th. These builds are from the very beginning of a new development cycle for Windows 11, and they contain the most up-to-date work-in-progress code from Microsoft’s developers. These are not always stable releases, and you may encounter difficulties that prevent you from doing some tasks or need the use of workarounds when flying in the Dev Channel. A substantial number of enhancements and bug fixes. Known issues with misaligned and/or cut-off icons in the Taskbar have been resolved in this release. Microsoft PowerToys is now available in the Microsoft Store for Windows 11 users.

Because of a bug in this build that prohibits PCs from properly upgrading to this build, Insider PCs that are managed by a Mobile Device Management (MDM) solution will not be able to get this release. Microsoft expects to get this issue resolved on the next flight out.

Updated Log of Windows 11 Build 22463

When you have a file or folder selected in File Explorer, you may now copy the path to that file or folder by pressing CTRL + Shift + C on your keyboard. The edges of the pop-ups that appear when you click on “identify displays” in Display Settings have been rounded. As a result of user feedback, I made some minor modifications to the contrast theme colors. For example, while using the desert theme, I made hyperlinks a bit more distinguishable on hover. In Quick Settings, a new symbol has been added next to the volume slider to make the option for controlling audio endpoints more visible and discoverable. The Windows Ease of Access section in the Start menu’s All applications list has been renamed to Accessibility, which is more descriptive. Focus Assist settings now include a checkbox that allows you to specify whether or not you want Focus Assist to be automatically enabled for the first hour following a Windows feature update.

Several Fixes in Windows 11 Build 22463 [Start Menu]

When right-clicking on the Start button (WIN + X), the System option is once again displayed as an option. The issue that was causing the Narrator to be unable to concentrate on the headers in Start on occasion has been resolved. Fixed an issue where, when a large number of applications were installed, the Start menu may become stuck with no app icons visible (just the program name) when a DPI change was made. This problem was fixed. This update is also expected to improve the stability of the Start launch on secondary displays in mixed DPI settings, according to the developers. After selecting All applications from the All apps list and enabling the accessibility option “Always display scrollbars,” the scrollbar will no longer be able to escape from within the window bounds during the transition animation while going between the lists. Instead of going to your username when you press the down arrow after opening Start, you will now be sent to the pinned apps area when you do so.

[Taskbar]

The icons on the Taskbar are properly aligned and centered once again, and programs should no longer be cut off by the “display hidden icons” button when there are too many applications open. Text that appears in the Taskbar previews will now be larger in accordance with the Accessibility option. It was necessary to make adjustments to the notification count badge for the notification center in order to resolve an issue where some of the numbers were not centered in the circle. Corrected a problem where the Chat flyout did not light dismiss when it was opened for the first time. When the Taskbar spans several displays, the stability of explorer.exe has been improved.

[Search]

It is now possible to open Search on secondary displays.

[File Explorer]

When doing a search, a problem that might cause File Explorer to hang has been resolved. Instead of opening a search for Windows 10 assistance, pressing F1 in File Explorer will instead launch a search for Windows 11. There was a problem with the View, Sort by, and Group by submenus in the context menu not displaying a checkmark to indicate that they were chosen, therefore a modification was made to solve this.

[Input]

When the display was in portrait mode, there was an issue that caused the mouse pointer position in WDAG to be inaccurate. This has been resolved. Text predictions (for both the touch keyboard and the hardware keyboard) should be operating properly again on this flight, at least for English and several other languages where they were previously not working properly. When using the previous version of the Korean IME, there was a problem where the Shift Key Up event would not be received by the app when typing fast in specific apps. This issue has been resolved. In some circumstances, the key boundaries on the touch keyboard seemed fuzzy due to a bug that has been resolved. Corrected an issue where the touch keyboard might crash in some situations when switching dock mode while the voice typing UI was displayed. The issue was fixed.

[Settings]

The redundant Nearby Sharing entry in the Focus Assist priority list has been removed. When the option to “Automatically optimize new drives” was deselected in the Optimize Drives window, an error occurred that resulted in a repeated demand to return to default settings. If you hit WIN + P, the current projection model will now be the first in the list to get initial keyboard attention, rather than always being the first in the list.

[Windowing]

When there is only one Desktop available, attempting to swap between them (for example, using the keyboard keys) should no longer take foreground focus. When the snap layouts flyout was triggered in specific locations on the screen, it would cause the screen to flash, which was addressed. Right-clicking a window thumbnail in Task View now brings up a context menu with the choice Move To, which is now in line with the other options.

[Windows Sandbox]

This version should now allow you to run the Windows Sandbox. In earlier Dev Channel versions, Windows Sandbox might not run in certain situations. This has been resolved.

[Other]

When attempting to upgrade to a recent version, certain PCs will bug check and display the DRIVER _PNP_WATCHDOG error. This problem has been corrected. Fixed a problem that was causing some Surface Pro X devices to fail the bug check with the WHEA_UNCORRECTABLE_ERROR code. Fixed a problem where the Autorun registry entry for Command Prompt would function properly if the /k command line switch was used. Completed some work to resolve an issue when the inability to interpret a specific firewall rule resulted in all rules after that rule not being migrated when the firewall was upgraded. A problem with the Quick Assist window being too tiny and not being able to be resized has been resolved. It was discovered that certain customers were experiencing an issue whereby clicking the sign-in button in Quick Assist would create a blank browser window, preventing them from being able to proceed with the sign-in process. A problem with some menus and context menus that was producing a visual glitch with the shadow on the initial startup has been resolved. When certain PCs where resuming from hibernation, a race condition occurred that caused them to occasionally bugcheck with the INTERNAL_POWER_ERROR. This was fixed. Corrected a problem that was preventing certain computers from progressing past the boot screen after upgrading to 224xx versions when specific SSDs were attached to the system.

[General]

Insider PCs that are managed by a Mobile Device Management (MDM) solution will not be updated with this release. It has been discovered that there is a problem with this build that stops PCs from correctly upgrading to this release. We expect to have this resolved by the time of the next flight. It is possible that users updating from Builds 22000.xxx or earlier to newer Dev Channel builds using the most recent Dev Channel ISO will receive the following warning message: “The build you are attempting to install is Flight Signed.” Enable flight signing in order to proceed with the installation.” If you see this notice, click on the Enable button, restart your computer, and then retry the installation.

[Start]

You may be unable to input text when using the Search function from the Start menu or the Taskbar in some circumstances. If you are experiencing this problem, click the Windows key + R on your keyboard to open the Run dialogue box, then dismiss the dialogue box.

[Taskbar]

When switching between input methods, the Taskbar may occasionally flicker.

[Search]

It is possible that the Search panel will not open after clicking the Search icon on the Taskbar. If this occurs, close the search panel and reopen it by restarting the “Windows Explorer” application. It is possible that the search panel may look dark and that no material will be displayed below the search field.

[File Explorer]

File Explorer will unexpectedly dismiss the context menu when you hover over entries that open sub-menus, such as “Open with.” If you right-click files in OneDrive locations in File Explorer, the context menu will unexpectedly dismiss when you hover over entries that open sub-menus, such as “Save as.” When you double-click a network folder to open it, it will be pinned to Quick Access rather than being open. Please right-click the network folder and pick “Open” from the context menu until we can release a build with a patch for this issue.

[Widgets]

It is possible that the widgets board will appear to be empty. You can get around the problem by logging out and then logging back in once more. On external displays, it is possible that widgets are displayed in the incorrect size. Alternatively, if you experience this problem, you may start the widgets on your primary PC display first, and then launch them on your other displays afterward.
